II. Conditions
The solicitation of research topics is open to the fields and directions listed in the attachment. Please strictly follow the solicitation requirements when submitting; topics that do not meet the requirements will not be accepted. For topics with a recommended funding amount of 10 million RMB or more (inclusive), a description of the major research topic must be uploaded (a template is available for download in the business management system, and the document must be stamped with the official seal of each submitting organization).
III. Notes
a. The system submission deadline is 18:00 on May 29, 2026, without submitting any hard copies.
b. Submission Method: Log in to the Shenzhen Science and Technology Business Management System (https://sticapply.sz.gov.cn), and complete the online application under the "Project Solicitation" section ("Key Industry R&D Program Topic Solicitation" portal).
c. Proposed topics should include quantifiable and assessable technical indicators.
d. University lead no more than two submitted projects. Enterprises with R&D expenditures exceeding 500 million yuan in 2025 are not subject to this limit. The same candidate project must not be submitted more than once; any violation will result in disqualification from the current submission process.
e. The collected topics at this time are only used as reference for the compilation of guidelines, no feedback on whether the topics have been adopted.
IV. Other matters
The single project among major science and technology projects shall be funded by not more than RMB 30 Million at most and controlled by the total annual amounts of science and technology R&D funds. The number of topics issued for each special project, is limited. Generally, only a few topics, funded by more than RMB 10 Million, are set, while several topics, funded by RMB 5 Million(Inclusive)-RMB 10 Million (Inclusive), and appropriate topics, funded by less than RMB 5 Million, are set.
